Put a coat of petroleum jelly on the legs. With leg mites the scales of the legs will become lifted which I can't see in the pictures. This looks more like dirt in the crevices. With this weather it is hard to keep the birds clean. Try using some soap and water. If it washes off there is no leg mites.

Oh I thought it was leg mites. Phew that’s good
